Project Description

The Lac Courte Oreilles Reservation is a largely wooded area in north-central Wisconsin that is punctuated by lakes, streams and the Chippewa flowage. The reservation is directly adjacent to the town of Hayward, Wisconsin and the area experiences severe winter weather and a highly seasonal economy that is largely dependent on tourism, vacation homes and cabins.

In September 2016, the Lac Courte Oreilles Housing Authority received training and technical assistance (T&TA) support from HUD’s Office of Native American Programs (ONAP) to conduct a needs assessment project. HUD ONAP with drew the funding in late February of 2017 as the project was preparing to enter its second stage. In July of 2017, Enterprise Community Partners agreed to partially fund the project in partnership with LCOHA and the Tribe. Following the federal government shutdown in late 2018/early 2019, LCOHA re-launched the project in early 2019.

In April of 2019, Big Water Consulting trained the local Survey Manager and field staff to canvass the reservation and update the housing unit map provided to the Tribe by Sawyer County prior to conducting a household survey involving a random sample of 945 housing units on the reservation. A paper survey form was also mailed to off-reservation members living in Sawyer County. An online survey form was also made available to the on-reservation and off-reservation survey respondents via a survey code provided to households included in the sample.

The household survey gathered information from a total of 330 households and 960 household members and achieved an 81% response rate. The data was presented to tribal stakeholders and to community members in separate meetings on November 5, 2019.
